12.15-ACI318-05. just ref. for you
Minimum length of lap splices shall be as required for Class A or Class B splice, but not less than 300mm, where:
Class A splice......................1.0 ld
Class B splice......................1.3 ld
where ld is development of steel bar.
Class A-- a) the area of reinforcement provided is at least twice that required by analysis over the entire length of the splice; and
b) one-half or less of total reinforcement is spliced within the required lap length.
Class B-- except Class A.

Please refer to BS8110-1,Table 3.27, for further detail.
For high stress deformed bar and grade 40 concrete, compression lap 35d, tension lap 35d, 1.4tension lap 49d (for outermost bar its cover less than twice size of lapped reinforcement)

我也找到一条，在BS8110-1里面，但是怎么感觉比国标还小呢，而且没有跟水泥标号对应，不同的水泥标号搭接长度应该是不一样的，国标里最明显了。
3.12.8.11 Minimum laps
The minimum lap length for bar reinforcement should be not less than 15 times the bar size or 300 mm,
whichever is the greater, and for fabric reinforcement should be not less than 250 mm.
